What is the RUL file format?
A .rul file is an InstallScript source file used by InstallShield, the Windows installer authoring tool published by Flexera Software. The default filename for an InstallShield project's script is Setup.rul.
InstallScript is a C-like scripting language purpose-built for software deployment. A .rul file contains preprocessor directives (#include, #define), event-handler functions (OnBegin, OnMoveData, OnEnd), string constants, and calls to InstallShield's built-in function library for tasks such as copying files, modifying registry entries, and rendering setup UI dialogs. The syntax closely resembles C but targets the InstallShield runtime.
During the build process, the InstallShield IDE compiles Setup.rul into a binary .inx file (compiled InstallScript) that is packaged into the final setup executable. End users never encounter .rul directly; it is strictly a developer artifact maintained alongside the InstallShield project file (.ism).
InstallShield debuted in 1993; Flexera Software acquired the product in 2004. InstallShield 2023 continues to support InstallScript projects, though MSI-only and WiX-based projects skip .rul entirely. Because .rul files are plain text, any editor can open them for inspection; Notepad++ and Visual Studio Code offer useful syntax highlighting with community extensions.
