Your browser decodes the image (for iPhone HEIC photos we load a small open-source WebAssembly decoder), redraws it on a canvas and re-encodes it in the format you chose. Because it all happens in your device's memory, it is quick and nothing is uploaded.
JPG is the best pick for photos when you want a small file. PNG keeps sharp edges and transparency, which suits graphics and screenshots. WEBP sits in between, giving good quality at a smaller size for the web. The quality slider only affects JPG and WEBP, since PNG is always lossless.
