Why convert OBJ to STEP?
OBJ stores a polygon mesh: an approximation of a surface made of flat triangles. STEP (ISO 10303) stores exact mathematical surfaces and solid bodies required for engineering and manufacturing. Turning mesh back into .step geometry is reverse engineering, not a format conversion, and the triangle approximation discards the precision that STEP requires.
How to convert OBJ to STEP

Import the .obj as a reference mesh body, then manually sketch and reconstruct solid geometry on top of it. Export the rebuilt model as .step when complete.
