Convert MSWMM to WMV

QUICK ANSWER
Is it possible to convert MSWMM to WMV?
Yes - MSWMM converts to WMV.

Open the project in the classic Windows Movie Maker (with the original media present) and use 'Save Movie File' > WMV (its native format). Without Movie Maker and the source clips, you cannot produce the video.
