Why convert DWG to PSD?
DWG stores CAD objects - lines, arcs, blocks, dimensions, and layers as geometric entities with coordinates. PSD stores pixel data organized in raster layers created by Photoshop. The two formats have no structural correspondence: there is no mapping from CAD geometry to Photoshop layer structure, so any conversion is simply rasterization of the drawing to a bitmap.
How to convert DWG to PSD

Open the DWG in DWG TrueView and plot to PNG at high resolution (300 DPI or more for print), then open the resulting .png in Photoshop. This produces the same result as any 'DWG to PSD' tool.
Adobe Illustrator APP
Export the DWG to DXF from a CAD program, open the .dxf in Adobe Illustrator, then copy-paste the geometry into Photoshop as a Smart Object or Shape layer for editable vector paths.
