OpenSCAD produces mesh/CSG geometry, not the parametric B-rep solids that STEP stores, so there is no faithful .scad->.step path in OpenSCAD. To get STEP you must remodel in a B-rep CAD tool (FreeCAD, Fusion 360); mesh-to-STEP 'converters' only wrap a tessellated shell.
