Why convert PAK to RAR?
A PAK file (Game Resource Package, with the best-known early use in id Software's Quake in 1996) is a game asset container with an engine-specific internal layout the runtime reads directly. RAR is a general-purpose compressed archive (introduced 1993) with no connection to any game engine. Repacking PAK contents into RAR destroys the engine-specific structure, and no game loader reads .rar files, making the conversion pointless.
How to convert PAK to RAR
Dragon UnPACKer FREE
If you need access to the assets inside the PAK, use Dragon UnPACKer to extract them to a folder; redistribute or back up the extracted files directly rather than repacking as RAR.
PakExplorer FREE
For classic Quake/id-style PAK files (those starting with the PACK signature), PakExplorer can browse and extract assets to a folder without needing to involve RAR at any point.
About these formats

- The .pak extension is shared by many unrelated engine formats (id Software, Unreal Engine, Valve Source, and others) - the right extractor depends on which game or engine produced the file.
- If your .pak is actually a renamed ZIP (some games use this), 7-Zip will open it directly; if 7-Zip reports an error, it is a different binary format requiring a game-specific tool.
- Wrapping the original .pak inside a RAR for file transfer is just packaging - the game still needs the original .pak structure to load assets.
