Why convert APK to IPA?
An APK holds DEX bytecode compiled for Android's ART runtime; an IPA contains a Mach-O binary compiled for Apple's Darwin kernel and iOS frameworks. Beyond the binary incompatibility, iOS requires all apps to carry an Apple-issued code signature, so even a mechanically repackaged file would be refused at launch.
