A .slddrt sheet format template defines title block geometry within SOLIDWORKS's internal system. It cannot be converted to DWG - DWG does not have a concept of "sheet format templates". A SOLIDWORKS drawing that uses the template can be saved as DWG (from the .slddrw, not from the .slddrt), but only the drawing geometry is exported, not the template definition.
