Why convert PAT to CDR?
A .pat file stores a small raster tile in either GIMP's open binary format or Photoshop's proprietary preset format - neither carries vector paths, objects, or any structure that maps to a CorelDRAW document. Even if a tool extracted the bitmap and wrapped it in a .cdr container, the result would not be a usable vector drawing.
How to convert PAT to CDR
GIMP OPEN-SOURCE
Load the .pat in GIMP, export the tile as PNG via File > Export As, then import the PNG into CorelDRAW as a bitmap fill or background object.
Adobe Photoshop APP
Import the .pat in Photoshop, fill a canvas with the tile, export as PNG, then import the PNG into CorelDRAW to use as a texture fill.

- A Photoshop
.patcan contain multiple pattern tiles; export each as a separate PNG for individual use in CorelDRAW. - A Photoshop
