Why convert M3U to MP4?
M3U (MP3 URL) is a plain-text playlist format introduced in the late 1990s for Winamp; it stores file paths or stream URLs, never media content. .mp4 is a binary video container holding encoded video and audio frames. Because an M3U file has zero media data, a direct conversion to MP4 is not possible - there are no frames to place in the container.
How to convert M3U to MP4
ffmpeg OPEN-SOURCE
If your .m3u8 is an HLS manifest, run ffmpeg -i playlist.m3u8 -c copy out.mp4 to fetch and remux the segments into a single .mp4. This only works when the stream is not DRM-protected and you have the right to download it.
VLC FREE
Load the .m3u in VLC, open the channel or stream, then use Media > Convert/Save to record it to an .mp4 file. Recording is only legal where you hold the rights to the content.

- If the M3U points to local files, those files already exist in their own format (
.mp4,.mkv, etc.) and need no conversion - locate them directly. - An M3U with missing or offline source files cannot be recovered; the playlist stores only pointers, not the media itself.
- Any website claiming to convert M3U to MP4 is either downloading the stream the M3U references or will fail entirely - no tool can produce video data from a text file.
