Why convert SWF to FLA?
SWF (Small Web Format) is the compiled, ready-to-play format; the .fla project file stayed on the developer's machine. An SWF stores only ActionScript bytecode and binary asset data - not the editable timeline and symbol hierarchy that a FLA requires. This is analogous to trying to recover C source code from a compiled executable.
How to convert SWF to FLA
JPEXS Free Flash Decompiler FREE
Open the .swf in JPEXS, expand the Sounds or Images section in the left panel, and export the assets you need - this gives you raw embedded files, not a FLA project.
Adobe Animate CC APP
Use assets extracted by JPEXS as raw material to rebuild the project in Adobe Animate CC from scratch; Animate cannot open an SWF as a project and reads FLA files only.

- JPEXS exports embedded images, audio, fonts and an approximated ActionScript listing - not a FLA file and not openable in Adobe Animate as a project.
- Tween data, layer structure and symbol hierarchy are not stored in the SWF in recoverable form.
- If the original FLA exists on the developer's machine, that is the only source of an editable project file.
