Why convert ICA to EXE?
A Windows EXE (Portable Executable) holds machine code that runs on the local CPU. An .ica file holds a server address, a published application name, and a short-lived launch ticket. The remote application exists on a Citrix server, not inside the .ica - converting a connection pointer into an executable is not technically meaningful.
