Why convert HEX to EXE?
Intel HEX, introduced in 1973, is a plain-text ASCII encoding of compiled firmware for embedded processors. A Windows .exe is a Portable Executable containing x86 or x64 machine code, DLL import tables, and Windows API references - a completely different CPU architecture and execution environment. The firmware bytes for a microcontroller are written for a chip that Windows cannot run and have no concept of a Windows process, file system, or API.
How to convert HEX to EXE
Arduino IDE FREE
Use Sketch > Upload Using Programmer in the Arduino IDE to flash the .hex to the target microcontroller - this is the intended use of an Intel HEX file, not conversion to an executable.
avr-objcopy OPEN-SOURCE
If you need the raw bytes as a flat binary, run avr-objcopy -I ihex -O binary firmware.hex firmware.bin - converting to .bin is the only standard and useful format conversion from Intel HEX.
