How to convert EMSIXBUNDLE to MSIXBUNDLE
MakeAppx.exe (Windows SDK) FREE
Run MakeAppx.exe decrypt /p output.msixbundle /ep input.emsixbundle /kf key.txt from an SDK Developer Command Prompt to produce the unencrypted .msixbundle.
Decrypt with the global test key FREE
If the package used the test key rather than a custom one, swap /kf key.txt for /kt to decrypt without a key file.
