Why convert EMSIXBUNDLE to EAPPXBUNDLE?
The names look almost identical, so people assume they are variants of one thing. In reality the em prefix marks encrypted MSIX and the ea prefix marks encrypted AppX, and there is no tool that re-encrypts MSIX content into the legacy AppX container. The only meaningful step is to decrypt to the matching .msixbundle.
How to convert EMSIXBUNDLE to EAPPXBUNDLE
Decrypt the emsixbundle with MakeAppx.exe FREE
Run MakeAppx.exe decrypt /p out.msixbundle /ep app.emsixbundle /kf key.txt to recover the underlying .msixbundle; it will never be an eappxbundle.
Decrypt an eappxbundle separately FREE
For an existing .eappxbundle, use the same tool: MakeAppx.exe decrypt /p out.appxbundle /ep app.eappxbundle /kf key.txt to get the legacy .appxbundle.
