Why convert CONF to TXT?
A .conf file and a .txt file share the same plain-text encoding (ASCII or UTF-8). The only reason to change the extension is that another tool or workflow requires .txt to accept the file - the underlying content does not change.

Notepad++ FREE
Open the .conf file in Notepad++, choose File > Save As, type the new name with a .txt extension, and save - the original .conf remains unchanged.
