Self-extracting EXEs and installers are archives with a small extraction stub prepended to a standard archive payload. The main reason to unpack them is to inspect or manually deploy the enclosed files without triggering the setup wizard. A standard compiled program .exe contains only machine code, so there is nothing to repack as .zip.

Right-click the .exe, choose 7-Zip > Open archive, select all files and extract to a folder, then use 7-Zip > Add to archive (format = zip) to create the .zip.
WinRAR APP
Open the .exe with WinRAR; if it recognizes the archive, extract all files to a folder, then right-click the folder and choose Add to archive > ZIP.
WinZip APP
Open the .exe in WinZip; if the archive contents are visible, extract them and use WinZip to compress the extracted folder to .zip.

- This only works for installer and self-extracting EXEs - if 7-Zip reports an error or shows only a raw binary blob, the file is a compiled program with no packaged files inside.
- Renaming an EXE to
.zipdoes not work: the two formats have different binary structures and Windows will refuse to open the renamed file as a ZIP. - Extracting with 7-Zip is safer than running the installer because no code executes during extraction.
