A .download file is not a separate format - it holds the raw bytes of the target file written to disk during the transfer. Safari on macOS uses this extension as a temporary name and renames the file automatically when the download completes. When the target was a ZIP archive, the .download already contains ZIP data up to wherever the connection dropped.

Finder FREE
Right-click the .download file in Finder, choose Rename, and change the extension to .zip; macOS will ask to confirm - click Use .zip, then open the file to verify it extracts without error.
Safari FREE
If the interrupted download appears in Safari's Downloads panel, click the circular-arrow resume button; Safari will continue where it stopped and rename the file automatically when done.
7-Zip FREE
Rename the .download to .zip, open 7-Zip and navigate to the file, then extract entries; 7-Zip can sometimes retrieve files stored early in the archive before the transfer cut off.
